Noelle Simpson Slifka

Noelle focuses her practice on U.S. government contracts law. She has extensive knowledge of the Federal Acquisition Regulation and the legislation, policies and practices involved in federal procurement. For more than twenty years, Noelle has provided hands-on legal support for large corporate and government organizations, including:

  • Vice President & Associate General Counsel, Government Contracts, for United Technologies Corporation, where she was corporate counsel for federal government contracts, compliance, training, and mandatory disclosures
  • Vice President & Counsel, Pratt & Whitney Military Engines, leading the organization responsible for proposing, negotiating, and administering contracts with the U.S. Government and foreign militaries
  • Senior Attorney, Sikorsky Aircraft Corporation, where she negotiated military and commercial helicopter contracts and agreements with major suppliers
  • Captain, U.S. Army Judge Advocate General’s Corps, and Assistant Counsel for Environmental Restoration, Regulation and Compliance, Office of the Chief Counsel, U.S. Army Corps of Engineers, where she served as lead counsel for a radioactive contamination cleanup program and prepared senior government officials for testimony at Congressional hearings

Noelle has represented contractor interests in trade and professional associations focused on federal government acquisition policy and ethical conduct in the defense industry. She has experience working with federal agency regulators, auditors and investigators to prevent conflict and settle disputes. As a veteran,

Noelle is committed to protecting defense contractors and subcontractors by demystifying the complex federal acquisition system and improving company ethics and compliance programs.

Noelle holds a B.S. in Russian language from Georgetown University and a J.D. from Quinnipiac University. She is admitted to the practice of law in Connecticut.
